Biography
Paul is instructed across a wide range of civil cases. He has a particular experience of professional liability claims and public law.
Paul regularly acts for NHS Scotland in relation to a wide range of clinical and regulatory matters. He also acts on behalf of professionals in respect of regulatory complaints. He has been instructed in two “class actions” (the Watling Street litigation (engineers) and the Mesh litigation (NHS Scotland)).
Paul teaches public law at the University of Edinburgh and is the author of Green’s Concise Guide to Public Law (4thedition, August 2020). In February 2015, he was appointed as Standing Junior Counsel to the Scottish Government and he has been an ad hoc Advocate Depute since March 2017.
He is ranked in Chambers for Professional Negligence, Clinical Negligence and Commercial Dispute Resolution. In Legal 500 he is listed as one of the leading Juniors for professional negligence.
