Biography
Eugene has a broad civil law practice with particular emphasis on public law, clinical negligence, personal injury and commercial litigation.
He was a Standing counsel to the Scottish Ministers and the Advocate General for Scotland. He is instructed by Police Scotland and other public authorities. He has represented Police Scotland in a number of criminal appeals involving the recovery of privileged information, and also advised them in relation to various human rights issues. He has appeared in public enquiries and planning law challenges in the Court of Session. Between 2005 and 2010 he was counsel to the Billy Wright Inquiry, the first inquiry under the Inquiries Act 2005. He is vetted to the highest level (DV). Clients have commented on his ability “to explain the process in a concise and non-patronising manner” and “to step in at the last minute and get to grips with the case”.
